Schools Could Lose $3M in Budget Vote Today

Prince William County Schools could receive $3 million less over five years if a lower tax rate is adopted. But, changes to the five-year plan could make up the difference.

The Prince William Board of County Supervisors held a non-binding straw vote April 17 on a $1.209 tax rate per $100 of assessed property value, lower than the advertised $1.215 tax rate. If adopted, the change from a $1.215 advertised tax rate to a lower, revenue neutral tax rate of $1.209, as suggested in last week’s budget markup, would yield nearly $3 million less for the school system over the next five years. Schools Prepare to Tighten Belts Even Further

If the county adopts a tax rate lower than the proposed tax rate of $1.215, the school budget will face further cuts.

In last night's Board of County Supervisors work session on the school budget, PWCS Chairman-at-Large Milton Johns presented the proposed school budget based on the proposed tax rate of $1.215, only to be told that the tax rate might be $1.212 instead.  Without any additional state funding, this would mean further cuts in the school system.  "The board's policy never was to set the rate at $1.215," BOCS chairman Corey Stewart said, explaining that the board explored the possibility of either a flat tax bill adjusted for inflation ($1.212) or a revenue neutral rate ($1.209).  PWC continues to have the lowest tax bill in Northern Virginia, Johns said.  If the board does not maintain the advertised tax rate, the school's budget will strain …

School Board Postpones Vote on Budget

The board members will vote next week on individual motions about individual cuts to the budget.

The Prince William County School Board delayed its final vote on the budget last night, after several teachers made impassioned pleas for a step increase in pay and against an increase in class sizes, and some of the board members expressed discomfort with voting for the budget as is. A motion to pass the budget as is failed, with the vote tied among the eight board members.  "We're robbing Peter to pay Paul," school board member Betty Covington (Dumfries) said, defending her decision to vote against the budget. County Begins Two-Month Budget Process

They're now advertising the proposed tax rate, in preparation for work sessions and a public hearing.

With the BOCS resolution on Feb. 21 to advertise the proposed FY 13 tax rate of $1.215, the county has taken the first step in this year’s budget preparation process, a process that will take just over two months. The county is on a relatively tight schedule in this process. State code mandates that the county must advertise a new tax rate 30 days before any public hearings. In addition, state code also mandates that the schools budget must be finalized by May 1. "If we don't adopt the schools budget by May 1, then the superintendent and the school board would need to let teachers know that their contracts were being terminated at the end of June 30 because there was no authorized funding for them to start the school year on July 1,” said …
